How it works: The utility VTN pushes DR events to
POST /oadr/vtn-push on this server.
SPERE parses the event and creates a DR event automatically. The Site Map tells SPERE which SPERE site
each utility program ID belongs to. If VTN URL is set, SPERE also polls every 5 minutes.
Sites excluded from dispatch are highlighted below with their reason. Manual overrides take effect on the next capacity job run (within 5 minutes).
